That's the GM Extreme Tuner kit. Pretty rare. Hard to find.
For aftermarket skirts that are clean looing like that, RK Sport or Buddy Club kits are clean.

also, the stock 03-05 lss rear bumper and skirts are clean. if you have a 95-02 then the stock 00-02 z24/lss front lip is clean and so are the rear lips.
heres what they look like. my skirts are the stock 00-02 z24.
The import fighter rear is clean and the Evo 5 side skirts look very similar to what you posted. In fact I am running those two myself along with an 00-02 rksport front lip.
