is it safe to run 8 psi on a completely stock 2.3?

I'm not going to pretend I know anything, but I do know that 8 PSI on a small turbo is going to make less horsepower than 8 PSI on a bigger one. Certain engines can handle certain horsepower levels safely while remaining stock. What size turbo are you thinking of?
Depends on how much power your making and what shape your motors in.
a t3. i just want to make 270-280hp for now.

J-TECH tuner, not to burn you, but there are literally dozens, if not hundreds, of different turbochargers using the T3 style flange setup. T25, or T3, or T4, simply refers to the flange inlet style. And there are all sorts of hybrid setups available. For instance, the common T3 style flange is a large rectangle with a smaller rectangle inside of it, such as this.
Then there is the also common, "Mitsubishi" style flange, which has a square bolt pattern, and a circle exhaust inlet inside it, such as this.
And there are others as well, for instance Volkswagen commonly uses a 3-bolt triangle shaped flange, and there are really never any guarantees. For instance, I have a Mitsubishi turbo on my car, but it has a T3 style exhaust flange.
OK, now that I have probably thoroughly confused you, let's get back on track.

OK, while your best bet as far as availability and engine size would be to go with a T3style turbo, what you really need to look at is the A/R setup, which basically tells the actual size and cfm/boost capability of the turbo. For that, you can either go and learn how to read compressor maps and decide from that what you want as far as spool time, or take the easy route like most of us and go with what other people have figured out.
For your car, I would look at the overall condition of the engine beforehand. How many miles are on the engine??? How is the compression in each cylinder??? Are there any leaks or other mechanical problems that need to be taken care of beeforehand??? My suggestion would be that if there are more than 75K miles on the engine and you are looking to boost, at least change the timing chain and water pump, maybe even the head gasket.
OK, now to make you mad

Realistically, I would suggest you expect around 250 horsepower on a stock 2.3 at 8PSI of boost, for the simple fact, that it is a stock engine. Don't get me wrong, the 2.3 is a decently strong engine and takes to boost relatively well, but to really make alot of power you would have to get into swapping cams, porting the head and increasing the boost. Even on a healthy Quad, I wouldn't run more than 10-12PSI max on stock pistons and rods. Also, I suggest you get a decent tune, and at least a 2.5" cat-back exhaust.
As far as the turbo you want, I would suggest something along the lines of a big 16G Mitsubishi, something with at least a .50A/R 60 trim. It might take a little longer to spool, but in the upper RPMs it will make more power and won't choke out. Anything smaller might spool quicker, but might run out of breath before your redline.

its cool now i know. but bad news the motors knocking so there is going to be no boost until i get this problem fixed.

The Big 16G from the EVOIII runs on a 2.0L, on a 2.3 the spool would be much faster since it has a larger displacement. I'm not saying what you said was wrong, i'm just saying that to say the spool time would be longer is a bit of a blurr considering your compairing the spool time as if to say it would be the same as if it were a straight 2L.
on the EVOIII i think it's fully spooled at 2900RPM or somewhere along those lines. on the quad i'd say 2500, 2600.

Nah, I know what you mean, I'm just saying that it would take a little longer to spool compared to what he could get, such as a t25, 14B, ect.
