The line going from the underside of the blower near the intake flange, I think I may have ripped it putting it in over the many times it has been off and on the car. I cant even remember where this line goes to but could it be giving me low boost numbers and @!#$ty performance? I only see 4 psi with the 2.6 inch pulley.

Yes it could if its on the pressure side of the charger... that would be a nice boost/vacuum leak. not sure how big the nipple or hose is but yes it could cause bad performance.

That's a vacuum hose, so yeah as Wrench Monkey said, you have a nice vacuum leak right there.
