I know someone with a 97 cavalier rally sport wit a 2.2 and it won't start we can use all the help

check the starter, battery, key switch, wires, belt, lifters, springs, shocks, seats, and anything else.

seriously, "it wont turn over" is still very vague. getting electrical power? when you try to crank it, does everything dim? do you hear a click? can you turn the belt by hand? does the fuel pump prime? really, it could be any one of about five dozen things at this point.

it gets power every where but the switch dont feel like it turns all the way

try push starting it. drive to a auto shop, and have them fix it. seriously,you aren't giving us ANYTHING to base an educated guess on.

if they're getting electrical power, but its just not cranking, there's a damn good chance you can push start it.

on the clutch pedal you should see a pair of wires and a switch. if you splice those two together, and when you turn the key it cranks, you've found your problem.
