You can do that here in Ohio... So long as you have an Ohio ID.
IMHO deer is about the only road kill worth eating... cause if its gonna total my car... i should be able to take em home and get some deer jerky... but thats like highly illegal in virginia
PA has a kill then grill law as well.
my neighbor wrecked his corvette for some pheasant.

you can eat road kill in WV as long as you inform the dept of natural resources.
