ok so lets make this as short and sweet as possiable.
with out the spark plugs installed, the car will crank via the crank pulle/breaker bar with litte force. and when the motor is turned over it spins slow but realiably with the starter.
but the second the pulgs are installed, it gets hard as hell to crank the car. when we hit it wit the starter, it barely spins once the wont spin again.
howerver whats thorwing me off is that it spins at all. if it spins at all shouldnt it get easier to spin once it gets going. it has the tell tail signs of @!#$ty voltage, but theres no voltage drop across the lines. however I dont have a VAT to test amps, I still have a feeling It doesnt have enough muschle.
Im going to try and spin it with a fresh battery hooked to the starter. and see if that helps
I guess what Im getting at, is what would make a car have trouble spining, once compression is added to a fresh motor, or am I coreect in thinking that my starter just needs more jucie, and also how eles can I thorw more power to the starter?

yeah man, when the plugs are out, you're not making any compression... thus, its easier to turn by hand. Thats why most service manuals tell you to pull the plugs before doing the timing chain/belt on cars, because it makes it easier to turn the crank to TDC. As everyone else has said, you either have a battery or starter problem. I'd try charging the battery a bit first before you spend any money, since I know your car has sat for a while it may just be discharged.
I bench tested the starter at pepboys, and it passed with flying colors. at least the machine said so the jack tards behind the counter couldnt help me one bit.
Im almost postive that its power to the starter. I really need to hit it with known good volatge before I can rule that out.
next step in a diag would probably lead to mechanical drag, either in the starter when clicked on, or in the motor. although Im really hoping its my power. Ive doged one bullet so far, I really need to dodge this one.

when you bench test a starter it doesn't put any load on it. I would not be surprise if the starter is bad.

x2. bench testing a starter only tests if the bendix fires and the starter motor spins. there's no way to safely bench load test a starter. it could easily still be bad.

test the battery first and starter cable. If those are good, it got to be the starter.
problem is I dont have a VAT, so I have know way of showing amprage. I try to test with My meter the damn things gonna blow sky high. as for the connections I showed know voltage drop across the board, and my grounds are supposedly good, but I think I @!#$ up my test.
I just need to hit it with a direct connection.

get yourself a known strong battery. if your cables arent good, replace them. if its still not that, you know its the starter

to test the starter, hook it up to the battery and grab the sprocket as it comes out. if it rips ur fingers off then its good.
take a battery out of a daily driven car if ur strapped, give that a try
