Will an EGR sim and block off plate not pass inpec

Just wondering that if i put the EGR simulator and block off plates on my cav to do the HO swap will it still pass inspection and emmisions in PA? And if it wont what if i just let the code come on, wouldnt that also not pass?

It'll never pass inspection if you're throwing a CEL.

i figured that i was wondering about the simulator itself.....it says offroad use only so im starting to worry

some people have had trouble using the EGR sim. But if you get it and get it to work (making sure to hide it alittle from plain sight) it should pass no problem.
