Does anyone know who controls dwell? Is it the ignitor pack ("cassette") or is it the ECU?

Sorry, I'm talking about a 2003 2.2L ecotec.
Dwell is controlled by the ecu and has not been adjustable since ignition systems switch from points.
Well, it is adjustable if I replaced the ECU! My intention- is to find out if my new ECU needs to control dwell, or if it is implemented in the ignition casette, which I am still using.
The HALTECH has the ability to output constant charge (duration) and constant duty cycle if the ignitors control dwell internally.
