Since when has there been a legal hi-flo cat for a Cavi?

That's not true at all in my experience. I bought my Cavi it had an illegal cat. I took it around to smog shops to see if any of them would notice it (I asked them if my header was illegal) and got "header and cat are illegal" each and every time.
I replaced it premptively because cops in my town impound your car for the max 30 days if they find any illegal equipment on it.
