Well its a VALVE COVER GASKET.
Sorry for the caps, but seems some people i say that to just dont get it.
You really should replace it, But you dont have to.

It's reusable. But the old gasket is "cemented" on to the valve cover.
My Car
if its been there a while and starting to get brittle, replace it, if not, leave it.....
its made of rubber so its resillient.
which reminds me , i def have to finish on this custom valve cover.
i get in the habit of replacing my gasket every time i take the valve cover off. just preventative maintenance.

when putting in the new gasketdo i need to use an adhesive to hold it in (i noticed there was white "glue" on the one i took off)?
what are the torque setting on the bolts that hold the valve cover on?
thanks again

all that really is needed is put the gasket into the recess area and put it on....
torque specs are on ny-j's site, but you should already have a manual if you are working on a car.
I've had mine off twice now to polish it and so far so good I've never needed to replace it

I think the white glue might have been the spray adhesive that GM likes to put on all the gaskets from the factory, usually to keep the gasket in place till it moves to the next section of the assembly line.
And as Event stated it's not needed.
GM just likes to do that. The recessions in the valve cover hold the rubber gasket in place. The way the head is, and how everything in the engine bay is arranged (especially the throttle cables) it isn't easy to keep it in there while reinstalling it... but it just takes practice. I've gotten really good at it.
