Does the car hesitate when YOU drive it? Define "hesitate". Does your brother drive a Corvette? If so then going into a Sunfire would feel like it is hesitating.

I have a 2002 Z24 (2.4L). The PCM says it should be idleing at 900rpm once it has warmed up.
