Bill - It only has surface rust on the tank from what I can see doesn't leak either. The sending unit has 59,600 miles on it. I am in Baldwinsville, NY
Zack- cooling fan motor is the same as the radiator fan assembly. Its that whole big unit in the picture above.
you can replace just the motor though right?
I believe there is a nut on the fan side, and then just 3-4 screws on the back, yes.
I really didn't look at it as it is just cluster in my garage and going to end up in the trash if no one wants it.
Edit: ok curiosity got to me like usual. There is a nut on the fan side, which righty is loosey and lefty and tighty. ( yes its backwards) and then under the fan blade is 3 srews/ bolts.

Do you know if there is any difference between a 99 cavalier gas tank and a 98 cavalier 4DS gas tank?
The sending units have different part numbers because the 99 are hybrids. 95-98 have the evap canister up front in the fender well, on the 99-05 they are located in the back near the gas tank.
We tried swapping a 98 for a 00 and found out they wouldn't work because of this.
